New Zealand Ice Figure Skating Association Officials Appointment, Training and Promotion Policy 4 Version 12.0 (16 Dec 2025) 3.5 Technical Specialists a) Technical Specialists are usually chosen from current coaches or retired competitive skaters. However, other people with a strong knowledge of skating who demonstrate aptitude may also be considered. b) First appointment as a Technical Specialist will be as per the table below. Discipline 1 st appointment level (Tier 1) 2 nd appointment level (Tier 2) Singles Up to Intermediate Novice Adult Gold Advanced Novice – Senior All Adult Freeskate Pairs Up to Basic Novice Adult Silver Advanced Novice – Senior All Adult Freeskate Ice Dance Up to Advanced Novice Up to Adult Silver Pattern Dance Junior & Senior All Adult Pattern Dance All Adult Rhythm & Free Dance Synchronized Up to Advanced Novice and Adult Junior & Senior c) To be eligible for promotion to a higher level, a Technical Specialist must previously have performed satisfactorily at the preceding level, and have performed the role satisfactorily in a probationary capacity at the level to which promotion is sought (as evidenced by assessment reports) (see Appendix 1 & 2). d) Attendance at Championship pre-event meetings is compulsory (when held). The purpose of these meetings will be to address current rules and to prepare for any variations and discrepancies which may occur. 3.6 Data Operators / Replay Operators, Accountants & Calc Operators a) All Data Operators/Replay Operators are required to fulfil both data and replay functions, and need to be competent at Singles, Pairs, Ice Dance and Synchronized Skating. b) First appointment of a Data / Replay Operator will be for all grades up to and including Intermediate Novice (Singles), Basic Novice (Pairs), & Advanced Novice (Dance/Synchronized Skating). The operator must be signed off as competent in both Replay and Data roles by an approved seminar facilitator before probationary activity for first appointment can begin. Probationary activity for first appointment is defined as performing the role at a competition for Tier 1 grades with a Tier 2 official acting as supervisor. First appointment as a Tier 1 Data/Replay Operator is awarded once signed off as competent by a Tier 2 Data/Replay Operator and Technical Controller. Newly trained Data/Replay operators should be supported by more experienced operators. c) Second appointment for Data / Replay Operator is to Senior in all disciplines. Promotion to Tier 2 requires probationary activity for Tier 2 grades and is awarded once the operator is signed off as competent by a Tier 2 Data/Replay Operator and Technical Controller. Tier 2 probationary activity can only be undertaken when the Officials’ Director has confirmed, through consultation with existing Tier 2 officials, that the operator is ready. d) Appointment of Accountants and Calc Operators is at Tier 2, as there is only one tier. Candidates must be signed off as competent by an approved seminar facilitator before probationary activity for appointment can begin. Probationary activity for appointment is defined as performing the role for a competition with a Tier 2 official of the same role present and acting as supervisor. Remote supervision is acceptable where approved by the Officials’ Director. Appointment is awarded once the official is signed off as competent by the supervising Tier 2 Accountant or Calc Operator and Referee.
